The Transportation Improvement Program (TIP) is a four-year plan that lists all transportation projects in the region that are federally funded or considered regionally significant. These projects include improvements to highways and streets, public transit services, and bicycle and pedestrian facilities.

Each project in the TIP is shown by the phase of work (such as preliminary engineering, design, environmental review, right-of-way purchase, or construction) and the year it is expected to move forward. To be included in the TIP, a project must align with the MPO’s long-range Metropolitan Transportation Plan.

It’s important to note that the TIP is regional, focusing only on projects within the MPO’s planning area. For projects across the entire state, the Mississippi Department of Transportation (MDOT) maintains the Statewide Transportation Improvement Program (STIP), which includes all MPO TIP projects plus those outside urban areas.

CMPDD works with its transportation partners to update the TIP every two years. After adoption, the TIP can be revised to add new projects, remove projects, or adjust project costs, descriptions, or schedules. Major updates require public input, while smaller administrative changes may be made without a formal review process. A TIP Administrative Modification and Amendment table is available to track all changes made since the TIP was first adopted.

Call for Projects

Federal transportation funds are provided to the MPO primarily through two key programs the Surface Transportation Block Grant (STBG) and Transportation Alternatives (TA) program.   Both programs generally require a minimum 20% local funding match.

A formula is used by the Federal Highway Administration to apportion STBG and TA funds to each state.  The funds are then sub-allocated to each MPO from its respective state Department of Transportation using a population-based formula.  MPOs then distribute these funds to local projects through a competitive Call for Projects process, allowing local jurisdictions within the MPO planning area to submit applications for projects that support the goals and priorities outlined in the Metropolitan Transportation Plan.

MPO staff review and score the submitted applications in accordance with established evaluation criteria. The project scores and recommendations are then presented to the Metropolitan Planning Policy Committee, which is responsible for formally approving all projects selected to receive MPO grant funding. Once approved, the projects are incorporated into the Transportation Improvement Program, which identifies all federally funded transportation projects scheduled for implementation in the region.

The Surface Transportation Block Grant Program (STBG) provides federal MPO grant funds for projects whose intent is to preserve and improve the conditions and performance on the federal-aid highway system.  Annually the MPO at CMPDD receives $10 million in STBG funding to allocate toward local projects.

Transportation Alternatives Call for Projects

The Transportation Alternatives (TA) Program provides federal MPO grant funds for projects that expand transportation options and enhance the overall quality of life.  Eligible projects typically include those that promote non-motorized transportation options, such as the construction of sidewalks, multi-use paths, bike lanes and other pedestrian and bicycle facilities. Annually the MPO at CMPDD receives $1 million in TA funding to allocate to local projects.

Annual Listing of Obligated Projects

As part of the metropolitan transportation planning process, the MPO is required to publish an Annual Listing of Obligated Projects.  This report details all federally funded transportation projects authorized in the preceding federal fiscal year, which runs from October 1 to September 30.

An obligation refers to the funding commitment made by the federal grantor agency (Federal Highway Administration or Federal Transit Administration) to pay the federal share of a project’s cost.  The Federal Highway Administration defines obligation as the “federal government’s legal commitment (promise) to pay or reimburse states or other entities for the federal share of a project’s eligible costs.” Thus, an obligated project is one that has been approved by the federal government for reimbursement, though not necessarily reimbursed yet. This reimbursement can be for projects that have been initiated in previous years or will not be completed until future years, and the final cost of a project may be different from the amount obligated. Funding can also be “de-obligated” from projects in response to lower-than-expected costs, project cancellation, or other factors.
