Chief Executive Officer – Central Mississippi Planning and Development District –

Chief Executive of area-wide planning agency of 7 counties and 34 municipalities.

Effectively organized, structured, and manage a multi-jurisdictional organization that receives 100% participation and financial support from 34 city and 7 county governments.  He became Executive Director in 1973 with a budget of $100,000 and a staff of six.  This organization now has a budget of $29 million, employs 88 people, and is the recognized regional leader for its 7 county area.

This multi-jurisdictional agency is also inter-disciplined and represents the collective interests in such areas as economic development, transportation, human services, aging, data systems, job training, governmental management, comprehensive planning, information networking, infrastructure development, Geographic Information Systems, community development, and business and industrial development.  Virtually all traditional regional activities are housed in the Central Mississippi Planning and Development District, largely through Mr. Holmes’ efforts to aggressively merge these functions and programs together on a systematic basis in a timely manner.
